See the thing at the top of this page that says:

HOME SERVICES BLOG SURVEYS etc.

That is the top navigation menu.

Breadcrumbs only appear on certain pages and only when necessary, for instance when on a page that is levels down from the home page for that "module" (like on a forum topic page).
