Ok, interesting idea....I've got a couple of possible solutions.

1. Create a "Best of" forum (and don't allow regular members to post or comment in it). Move your "best" topics to that forum. Create a Content Block for that forum and put it on the home page.

2. Create a Custom HTML content block (one time) that contains 3-5 bullet point links and nicely formatted text paragraph (or sentence). On a weekly, monthly, or other basis, just replace the links and paragraphs with the new topics you want to highlight.
