Content Stream block

Content Stream blocks seem designed to feature "recent/new" content, correct? I don't see it mentioned in the knowledge base. What can you tell me about them?

When setting up a Content Stream Content Block. what is the difference between "general" and "personalized" ?

And... is there a way to make an older post appear in the content stream? (i.e. to bring attention to it?)
